President Museveni bans import of second-hand clothes

Ugandan President Yoweri Museveni has banned the import of used clothes and called for increased investment in local garment industries.

“When a white man dies in Europe, all his clothes are thrown away, I don’t know who collects them and sends them to Africa. I thank our friends who invest in textiles and help us get rid of these clothes while giving work to our young people,” Museveni said last Friday.

According to USAID estimates, the African continent globally receives more than 70% of second-hand clothes. Used clothes and shoes are imported into East Africa for over US$150 million.

Several Asian countries, including Pakistan, and African countries such as Uganda, are among the major importers of used clothing.

The US is one of the oldest exporters of second-hand clothing to Africa. The United States exported around 719 million kg of used dresses in 2018.

The biggest market for second-hand clothes is in African nations for various reasons. This is due to the dire need for affordable clothing among African consumers.
